I cannot scroll down on a new activity. The scroller indicator (a thin bar on
the right) is not shown. Furthermore, I'm allowed to move resources to places
not reachable unless you can scroll down.

Reproducible: Always

Steps to Reproduce:
1. Create a new activity.
2. Add a resource
3. Move it to very bottom where you can't reach it unless you scroll down.
4. Try to scroll down to see that resource.


Expected Results:  
The new activity should be "scrollable."
