I am also of the oppinion that the battery icon should always be visible if
there is a battery present. Usually when things disappear it means it has
disappeared :-) The user may think there is problem in the battery icon or in
the battery itself if the icon comes and goes. At least until he/she realises
the icon disappears only when the battery is fully charged.

At least KDE users expect the Sleep and Hibernate options on the battery
plasmoid, it has been there for years. Ok, newcomers do not know that.
