this is up to the network management stack. with NetworkManager, we support 3G 
and even, if you have new enough versions of 
bluedevil+solid+knetworkmanagement, tethering over bluetooth with an external 
device. in that case, it Just Works(tm).

(note that MeeGo uses conman; if Tizen diverges from that we should drop 
conman on MeeGo/Mer as well imho... stupid NIH BS)
