Plasma active fails to install without root permissions

if your Qt is installed in a system location, yes. it needs to put this where 
Qt can find it via a qt plugins directory.

a possible solution might be to allow one to define where the qt plugin dir 
should be outside of the qt install via a -D<something> passed to cmake. 
patches to the CMakeLists.txt are welcome.
