Personally I doubt it is caused by KWin as KWin does not yet know anything about touch events.
But to be sure, I would net a multi-touch enabled device which is running KWin *hinthint*.
In general we should discuss this on-screen-keyboard. Might make sense to move it into KWin.
(Sounds like another case where Wayland would solve many issues). Let's try to find either
some time in IRC or on DS.
