recommendations in overlay cannot be touched, they do not respond, no opening,
nada

Reproducible: Always

Steps to Reproduce:
- open an activity
- manipulate the resources
- look into the recommendation overlay

Actual Results:  
no recommendation can be touched/openend

Expected Results:  
- after touching the recommendation should start an immediate action, for
example opening the recommended file
