STEPS TO REPRODUCE
1. Make sure the device is using intel iGPU and NVIDIA dGPU.
2. GPU mode is On-Demand.
3. Open dragon player and play vedio.

OBSERVED RESULT
There is no GPU be used for decode. (Check in intel_gpu_top and nvidia-smi)

EXPECTED RESULT
The video engine of GPU should be used for playing video.
