STEPS TO REPRODUCE
Here is a link to a video where I show the procedure:
https://youtu.be/0YF3WRUwIIs
I will leave this unlisted for a week. If you don't require it anymore I will
delete it after that.

OBSERVED RESULT
Guides get stuck
At 2:26 you will see that after changing the length of a clip the playback
keeps on going past the end of the new clip (it “remembers” the previous clip).
To avoid this issue I have placed guides at the end of the new clips so I can
render only the present clip without a trailing blank video.
3:35 When I repeat the process with a new clip cut off the long video, a clip
longer than the previous, even if I delete the guide, when I start the playback
it stops where the guide was and freezes. Even if I manually move the position
the image is frozen where the guide was, so I can’t find the end of the new
clip.

EXPECTED RESULT

SOFTWARE/OS VERSIONS
Windows: 10
