STEPS TO REPRODUCE
1.  In KDE Menu Editor add a new item
2. In the item's General tab use the UI to browse and select the path
/opt/JetBrains Rider-2023.1.2/bin/rider.sh
3. In Advanced tab use the UI to browse and select the folder /opt/JetBrains
Rider-2023.1.2/bin as Work path

OBSERVED RESULT
Upon confirming selection in step 2. above, the path is added with single
quotes included as follows: '/opt/JetBrains Rider-2023.1.2/bin'. 
This results in the following Plasma notification:
Plasma Desktop Workspace
Launching JetBrains Rider (Failed)
Could not find the program ''/opt/JetBrains Rider-2023.1.2/bin/rider.sh'' 

EXPECTED RESULT
Manually removing the single quotes from the Program field allows the
application to start.
