STEPS TO REPRODUCE
1.  Update Neon Unstable from 2023-07-09 am update to 2023-07-10 am update
2.  Login to X11 session
3.  Try to interact with icons in System Tray - i.e. Notification, Clipboard,
Battery, Time, etc

OBSERVED RESULT
All of the icons, when clicked, say there was an error loading whatever
application they're connected to, with the following error message:
"file:///usr/share/plasma/plasmoids/[whatever application - i.e.
org.kde.plasma.notifications]/contents/ui/main.qml:[whatever line number
corresponds to that application - i.e. 185:9): PlasmaCore.Action is not a
type".  

You can also view this error in corollary areas in System Settings, i.e. for
Notifications, all the settings are greyed out and there's a red rectangle at
the top reading "Could not find a 'Notifications' widget, which is required for
displaying notifications. Make sure that it is enabled either in your System
Tray or as a standalone widget."

Note: if whatever repair this was was intended to fix the Updates issue, afraid
that icon, specifically, still doesn't show or do anything when clicked, and it
still is showing that an update is available, (i.e. the blue dot is on) when I
just updated my system less than 10 minutes ago.

EXPECTED RESULT
Expected System Tray to load / work normally.
