Thank you for the explanation. It seems that upstream kweathercore 0.7 has a
missing po dir: https://download.kde.org/stable/kweathercore/0.7/, which is the
basis, e.g., for openSUSE's build. Version 0.6 works fine as far as the
translation is concerned.
