SUMMARY

Computers with Intel Atom Processor WILL NOT BOOT with Ubuntu/Kubuntu 23.04
default Kernel 6.2.0-20 and with latest stable Kernel 6.2.12 from Ubuntu
repositories.

Since the computer does not boot with the latest stable Kernel and 6.2.0-20,
one can assume that it will not boot with any of the 6.2 series Kernels.
The last Kernel from Ubuntu repositories they will boot with is 6.1.25.

This behaviour is also reported by Arch Linux users "
https://bbs.archlinux.org/viewtopic.php?id=283920 ", so I assume the bug /
regression is in the Kernel itself. 
Therefore THIS BUG / regression probably AFFECTS ALL LINUX DISTRIBUTIONS
(including Ubuntu 23.04) in computers with Intel Atom CPU.

I marked this bug as Critical since Intem Atom is a very popular CPU in low
prize laptops and therefore this bug may affect millions of computers.

STEPS TO REPRODUCE

A picture of stopped boot sequence and a video of boot sequence as an
attachment.

OBSERVED RESULT

Boot sequence stops with message:
Watchdog: BUG: Soft lockup - CPU #(a number with varies between numbers of
CPUs) stuck for 22 s [systemd-udevd:302]

or with messages:

atomisp-isp2: atomisp: Error-2 while requesting firmware shisp_2401a0_v21.bin 
atomisp-isp2: IUNIT power-off timeout
atomisp-isp2: Failed to switch off ISP


ADDITIONAL INFORMATION

This bug / regression may - or may not - have something to do with the fact
that starting from Kernel 6.2 Intel has added a new feature  into the Kernel
called In-Field Scan to help system administrators detect faulty CPU cores ("
https://cloud7.news/linux/linux-kernel-6-2/ ").
However, this new feature was introduced in Kernel 5.19 and with 5.19 Intel
Atom CPU computers do boot as expected.

As a matter of fact, a Kubuntu 23.04 can not be installed to an Intel Atom
computer via USB installer or by updating with Ubuntu update program that
appears in Kubuntu 22.10 as a notification. Instead it only can be installed by
terminal command in Kubuntu 22.10.

I hope this is not intentional by Kernel.org but only a regression.
