SUMMARY
If I change some specific format in the system settings without changing the
global, some applications will complain about something like LC_TYPE - e.g.:
During startup - Warning message:
Setting LC_TIME failed, using "C"

STEPS TO REPRODUCE
1. Go to Sytem Settings -> Regional Settings -> Formats.
2. Set the region to "en_US.UTF-8".
3. Reboot the computer.
4. Go back to the same place in the settings, but this time set the time format
to something non-default, such as "en_DE.UTF-8".
5. Reboot the computer.
6. Use random non-KDE applications and see what they have to say. For example,
try using R (in debian, this is package "r-base").

OBSERVED RESULT
R says:
During startup - Warning message:
Setting LC_TIME failed, using "C"

EXPECTED RESULT
Programs should not complain about format settings.
