Lurking in the bug report link, it seems some distributions provide a patched
version of XKB which solves this issue:

Perhaps you were using one of those? I BTW recall testing XFCE some time ago in
some live distro - don't remember which one - and it also seemed to have solved
the issue somehow, while the MATE DE in the same distro did not.

Could Kwin somehow incorporate the patch from the bugtracker without requiring
a modified version of XKB?
