This is an idea that we're exploring for Plasma 6. We would either make the
widget theme consume Plasma theme SVGs (turning it into a theme engine), or
else make both the widget theme and Plasma consume CSS files designed to be
interoperable with GNOME's CSS-based theming.

Either way, no need to keep the open, as it will either be implemented or it
won't. :)
