You can see in this screenshot that the startup sound is enabled.

SUMMARY
Even though I enabled the startup sound in System Settings > Notifications >
Plasma Workspace > Configure Events > Login, there is no sound at login.

STEPS TO REPRODUCE
1. Enable the startup sound
2. Login

OBSERVED RESULT
No startup sound

EXPECTED RESULT
Entire startup sound

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 5.8.0-12-generic (Ubuntu 20.04, KDE neon)
KDE Plasma Version: 5.19.80
KDE Frameworks Version: 5.73.0
Qt Version: 5.14.2

ADDITIONAL INFORMATION
In version 5.17.80 (5.18 beta), the sound was stopped before the end. Starting
5.19 and even in 5.19.80 (5.20 beta), there is no startup sound at all. The bug
also occurs in Ubuntu 20.10 development branch.
