[systemsettings] [Bug 409374] You can not enable sub-pixel rendering other than vendor default because system settings will put a check mark in the box to block anti-aliasing and make fonts unreadable and you can remove check mark but gets placed back upon opening and close

This started in 5.16.2 and continues into 5.16.3. I am gonna leave my
kdeglobals and my fontconfig. The Noto fonts were updated to "20190111-2" but
this did not help the matter either. Fonts work fine with vendor default
selected for sub-pixel rendering but if I try RGB then minutes later my
font-aliasing is blocked from 0 to 99 so fonts become completely unusable.
