SUMMARY
I tried to run apt update/upgrade as I have done so far. But this time I was
told to use pkcon refresh/upgrade instead, so that I did.

It wanted to remove a LOT of packages and install a few new ones, and I though
that it knew what it did. It did not.
Now most major applications are gone, dolphin, wallet, khtml etc. so my system
is now rendered completely unusable. Only solution is reinstall!? :-()

STEPS TO REPRODUCE
1. run pkcon update
2. Answer yes to install/remove
3. Attemt restart of system

OBSERVED RESULT
Nothing KDE related works anymore 

EXPECTED RESULT
Packages were updated as expected

SOFTWARE/OS VERSIONS
KDE NEON Unstable
