I don't know the correct product/component, re-assign please.

increase your display scaling factor in system settings > display and monitor >
 "scale display" button
restart plasma session
open ksysguard, "help" menu, "switch app language" item, choose another
language and click "ok"
You get a warning showing fuzzy icons. See screenshot.
