When I was reporting a KWin ( https://bugs.kde.org/show_bug.cgi?id=387289 )
when drkonqi refused to report the issue with the following reason "received
unexpected code error 32000 from bugzilla: Version value is not active".

I think that in such case drkonqi should select "unspecified" version
