This option in Settings-Input devices-Mouse is no longer effective immediately
after upgrading from Kubuntu 16.10 to 17.04 and restarting.
Expectation, push wheel up, window content moves up.
With CRTL pressed, push mouse wheel away from you, to cause app to zoom out
(smaller image)
