I installed  Chromium and added it as a launcher to the desktop panel via the
Application Menu. When I close the browser the launcher disappears from the
panel--I cannot click on it in the panel(invisible but there). When I go back
to the Application Menu to re-add the launcher, that feature is
missing---indicating to me it is already activated( which it is).
Whenever I logout/login or reboot, the launcher re-appears in the panel,
functions as expected but when I close the browser again it disappears. 

** I am using Maui 1 "Aurora" LTS based on KDE Neon currently Plasma version
5.7.4, KDE apps version 16.08.0, Frameworks version 5.25.0, Qt version 5.7.0,
kernel 4.4.0-36-generic

Reproducible: Sometimes

Steps to Reproduce:
1.Open and close Chromium completely using launcher and in same login
2.Open and close Chromium across different virtual desktops
3.Reboot system
4. remove launcher and reapply the launcher

Actual Results:  
After steps to reproduce, I observe no change in launcher behavior.

Expected Results:  
The Chromium launcher should remain visible and "clickable" for use at all
times.

I am using an Intel processor with Intel graphics and no special configuration.
