I can confirm this problem and it is very annoying.
I'm using openSUSE Tumbleweed and the bug came in within the last 10 days.

I can change the speed via 'xinput --set-prop 10 285 -0.5' as a workaround. Of
course it would be better to change this setting via the GUI.
