Hmm, not sure about the versions from opensuse. 
The translations should be in the
    kde-l10n-de
or
    kde4-l10n-de
package.
KMahjongg 0.8 is the pre-KF5 version, so libkdegames from KDE 4 is used.

Please ask your opensuse packagers for advice.
