Setting about single/double click to open files/folders does no effect until I
restart Dolphin

Reproducible: Always

Steps to Reproduce:
1.Open dolphin
2.open kde settings panel, open mouse settings module and change the mouse
setting to open files with single or double click
3. Test the new setting in Dolphin file manager

Actual Results:  
Previous mouse setting is still doing effect. I need restart Dolphin to the new
setting works.

Expected Results:  
I think correct behavior is the new mouse setting does effect immediately
without restart Dolphin.
