Bug, I guess?

~/.kde/env and ~/.kde/shutdown run scripts, the autostart dir is (by the fdo
spec) /only/ supposed for desktop services.

Please notice that I only saw this bug because you originally assigned it to
kwin, I've no expertise in this context, but happen to know the fdo spec and
recall that i once had a "runvariousscripts" desktop service in the autostart
dir to run scripts after the session start.
