When I assign a window shortcut, it fails to persist after a reboot.

Reproducible: Always

Steps to Reproduce:
1. Right click on title bar of a window like Konsole.
2. Select more actions, then 'Windows shortcuts'
3. Set a shortcut
4. Reboot, open window, view shortcut.

Actual Results:  
Shortcut not persisted

Expected Results:  
Shortcut should persist
