After upgrade to plasma 5 i'm no longer able to set mouse wheel as a part of
global shortcut. Before upgrade i used to have shrotcuts such as Alt + mouse
wheel up.

Reproducible: Always

Steps to Reproduce:
1. In system settings/ shortcuts/global shortcuts chose  one comand
2. click custom
3. hold Alt/Ctrl/Shift and move mouse wheel up or down

Actual Results:  
Whole window scrolls

Expected Results:  
mouse wheel is added as a part of the shortcut
