Are your certain this is the case or are you guessing?

1) Do you know how the mouse is detected by kde
2) who is responsible for the mouse software on the team? 
you need to find this out first and then investigate further. 
i don't want this bug dismissed and closed prematurely.

is there some way for me to check/help with system utilities on my side to
help?

can you answer what happens when something is plugged into the usb port, what
is responsible for detecting the device?  if it's the kernel, then how is this
reported back to kde system?
