The system settings window is too small by default.  I went to the Window
Actions and Behavior page, and there are scrollbars in both directions because
the tabbed notebook does not fit inside the window.  Please see the attached
screenshot.

Reproducible: Always

Steps to Reproduce:
Open System Settings and go the the Window Actions and Behavior page.

Actual Results:  
The system settings window is too small.

Expected Results:  
The system settings window should be big enough by default so that all off the
tabbed notebook is visible.  Alternatively, the tabbed notebook could adjust
itself to fit within a smaller settings window.
