when using kdenlive secting help and kdenlive handbook results in a page saying

Documentation not Found

The requested documentation was not found on your computer. Normally, KDE looks
for application handbooks in a location that depends on how KDE was installed
on your computer. There are a number of possible reasons why it could not find
the documentation you requested. The document might not exist, or it may not
have been installed along with the application. 

Reproducible: Always

Steps to Reproduce:
1. Start Kdenlive
2. select Help from the top menu
3. select kdenlive handbook
Documentation not Found

Actual Results:  
a page saying

The manual is at https://userbase.kde.org/Kdenlive/Manual/QuickStart

I found this bug in Linuxmint17 which loads version:
0.9.10-0ubuntu0~sunab~trusty1

So I installed Kdenlive Version 0.9.10 Using KDE Development Platform 4.13.3
from ppa:sunab/kdenlive-release and reproduced the problem there.
