In the latest Neon 5 ISO, if you open System Settings and you open a KCM (eg.
Workspace theme > Look & Feel), the 'Help' button at the bottom left of the
screen opens a help page that says 'Documentation not found' because there is
no useful help document associated with that KCM.

This is true for 25 of the KCMs - a full list is attatched. 

Until the help documents are completed for the KCMs (and therefore no help
documentation is available) the 'Help' button should be greyed out and
re-enabled when the documentation is corrected. 

As things are currently, users may just learn to ignore all 'Help' buttons
because when they click many of them they just get 'Documentation not found'.
