When opening a program, windows are not respecting the "space" that the panel
occupies. They are spawning with their title bar UNDER the panel. This is
inconvenient as it requires alt-dragging the window out from under the panel
nearly every time to move or close it. 

Reproducible: Sometimes

Steps to Reproduce:
1. Configure a twinview Xscreen with dual monitors
2. Create a panel at the TOP of a monitor. 
3. Offset one of the monitors in the Xscreen such that the Panel is not
technically at the "top" bounding of the Xscreen, rather, is just bound to the
top edge of the monitor within the larger Xscreen.
4. Open a window. (Dolphin, KCalc, etc)
5. Be frustrated
Actual Results:  
Windows spawn with their title bar and controls obscured by the panel. 

Expected Results:  
There should be a panel option to prevent this behavior and "protect" the panel
space. 

3000X1920 Xscreen size with 2x 1080P monitors. One rotated 90 degrees. Nvidia
