If you enable desktop effects while starting a program, (while the bouncy icon
is active) it does not disappear until you log out and in again.

Reproducible: Always

Steps to Reproduce:
1. Disable desktop compositing (Shift+Alt+F12)
2. Start a program that takes a little while to start up (e.g. firefox)
3. Quickly re-enable desktop compositing (Shift+Alt+F12)
Actual Results:  
After the program starts the bouncy icon which is on the lower right of the
cursor does not go away.

Expected Results:  
The bouncy icon should have disappeared when the program finished launching.
