When opening desktop effects in system settings, they are untranslated but when
running directly from shell, strings are translated.


Reproducible: Always

Steps to Reproduce:
1. On a localized KDE open System settings and navigate to Desktop effects.
2. Observe untranslated content.
3. Run kcmshell4 kwincompositing
4. Observe translated content.
Actual Results:  
Desktop effects are shown as untranslated.

Expected Results:  
Desktop effects should show translated version if it is available.

Tested with LC_MESSAGES="lv_LV.utf8"
