Yes, I confirm this with Kubuntu 13.10 (KDE 4.11.2) and Debian Testing (KDE
4.11.3). In both cases the default System Settings > Accessibility > Audible
Bell > Use system bell is set. The problem still occurs if the setting is unset
and saved, then re-set and saved again.
