The system does not hibernate when another user is logged in. The screen just
locks and stays like that. 

Reproducible: Always

Steps to Reproduce:
1. Need two users (user1 & user2)  who can log in to the system
2. Press ctrl + alt + f2 and login into the system as user2.
3. Press ctrl + alt + f1 and login to KDE as user1.
4. Click App Launcher -> Leave -> Hibernate
Actual Results:  
The message the system has been locked by user1 appears. The system does not
hibernate.

Expected Results:  
The system should warn the user that there are other logged in users and
request for the root password before the screen is locked.

If the screen is unlocked, one can see the window titled "Authentication is
required for hibernating the system while other users are logged in. -
PolicyKit1-KDE" requesting for the root password.
This window should be displayed to the user before the screen is locked.
