If you abort KDE with applications open on desktop 1, upon restart the
applications will open on desktop 2.



Reproducible: Always

Steps to Reproduce:
Specifically, open and minimize a firefox window on desktop 1, then open a few
konsole windows.  In one of the konsole windows, su to root and issue
"systemctl reboot".  When the reboot completes,log back into KDE,and the
interrupted apps will be opened on desktop 2.

Actual Results:  
Apps open on desktop 2

Expected Results:  
Apps open on desktop 1
