I think it is good to have "Take a Photo" option while adding / changing user
picture in Account Details > Password & User Account > Change your face. This
should automatically open the webcam and allow user to take a picture and
associate with account.

Reproducible: Always

Steps to Reproduce:
1.Go to Account Details > Password & User Account > Change your image. 
2. Change your face.
3. Take a Photo
Actual Results:  
Currently no option for adding a image directly from webcam.

Expected Results:  
1.Go to Account Details > Password & User Account > Change your image. 
2. Change your face.
3. Take a Photo option to be available to directly take photo and associate
with account profile.

Kopete messenger already has a feature "From Webcam" when you select an avatar
for an identity. Perhaps this can be reused and carried out with less work?,
unsure just sharing the details.
