I forgot to mentioned: Win+R is my local configuration for what's usual Alt+F2.
Ctr+Alt+F<nr> still work - but these are not handled by KDE, of course.
Hence my conclusion (this is pure guessing!) that the daemon providing global
shortcuts in KDE is broken. kglobalaccel is running though in the broken state
(not sure if that's the right one).
