I have the same identical issue on 2 different computers, the first running
debian testing with kde 4.7.4 (see previous comment) and the second running
debian testing + kde 4.8.3 from pkg-kde experimental repository

Application: kcmshell4 ()
KDE Platform Version: 4.8.2 (4.8.2)
Qt Version: 4.8.1
Operating System: Linux 3.2.0-2-amd64 x86_64
Distribution: Debian GNU/Linux testing (wheezy)

I suggest that this could be a problem in debian introduced very recently,
because it used to work a few days ago
