two things the scrollbar does that is wierd:

1.) when I scroll to the bottom of a document, the scrollbar will scroll up a
line or two on it's own.

2.) Sometimes the scrollbar will just start scrolling at random and I if I try
to scroll back, it just keeps scrolling.

Reproducible: Sometimes

Steps to Reproduce:
1. Click on Application Launcher.
2. Click on Application.
3. Scroll completely to the bottom.
Actual Results:  
Sometimes it will scroll up a few lines on it's own.

Expected Results:  
It should stay at the bottom.

Everything was working fine until recent updates a few days ago.
