This is nobodies department since kmenuedit is unfortunately unmaintained ;-) .
But I am looking into it.
I just followed what you said, and could not reproduce the issue. Then I went
ahead and moved menus around like crazy, and at some point obviously I managed
to break it, and now I experience something similar to what you said.
Unfortunately the file this is stored in,
~/.config/menus/applications-kmenuedit.menu, looks like a mess. Maybe I'll dig
into it, but at least I can confirm the issue.
