KDE: 4.8.90 (4.8.90) - Kubuntu Quantal

Hi,
  For a few weeks I've had a notification (light bulb) appear on my panel every
so often, it's been showing as a wide black bar until today - today it's
rendered correctly but it's 15119 pixels wide;  I've attached the screenshot of
a visible chunk.

To me it looks like it's broken internationalisation, the text appears to be:

'en_AU.UTF-8: Failure to download extra data filesName-en_GB.UTF-8: Failure to
download extra data filesName-eo.UTF-8:'
but repeated for every language on one very long line.

and gives me the option to 'Run this action now'

I'm not quite sure where this error is coming from - I could believe it's from
an Ubuntu update glue, but even if it is the thing displaying it should
wrap the text of the error rather than having a 15kpixel wide dialog!

It's possible the reason it's rendered it correctly today is that my Radeon
driver flipped out and today I'm on the fbdev driver, or the rendering might
have got fixed.

Reproducible: Always

Steps to Reproduce:
Not obvious, but I think
1. Do a system update
2. Click on lightbulb

Actual Results:  
A 15kpixel wide dialog telling me 'Failure to download extra data files' in all
languages.

Expected Results:  
The error in one language; and fitting on my screen
