No with every application but because of qt bug, Dolphin or Konqi with files
profile crash : cf report bug https://bugs.kde.org/show_bug.cgi?id=299522

So i think tha tooltips must be disable when alt key and left mouse button is
press (you want move a window)

Exemple with Dolphin : 
- Activate tooltips in Dolphin
- Move the mouse over a folder AND speedily as possible press alt key and left
mouse button (before tooltip is show) -> move the window = unpress alt key ->
few seconds later tooltip is show anyway.

Same thing if you go over a button in the toolbar, home button for exemple and
everywhere a tooltip can be display.
