I have the same symptoms as rorzik. For example I heavily use custom shortcuts
to open konsole windows. During the time when these shortcuts are delayed, I
can push Alt-F2, type konsole, press <enter> and a konsole window appears
instantly. Several seconds later the konsole windows started with custom
shortcuts will launch.
System is a Lenovo T510 with nvidia graphics. No heavy load.
