Workspace Behavior Window --> Screen Edges

When the Switch desktop on edge setting is set to Disabled, scrolling on the
edge of the desktop still switches desktops. The only time switching is
actually disabled is when an application window is maximized so that the cursor
does not touch the desktop background.

Reproducible: Always

Steps to Reproduce:
Minimize application windows on all desktops. Scrolling with cursor at screen
edge scrolls through desktops. Maximize application window on one desktop,
navigate to a different desktop and scroll with cursor at screen edge. Scrolls
through desktops until arriving at desktop with maximized application window,
whereupon switching desktops ceases.


Expected Results:  
When Switch to desktop on edge is set to Disabled, scrolling with the mouse
should never switch desktops.

Remained at current desktop.
