MUON refuses to install/remove software by displaying this error :
Another application seems to be using the package system at this time. You must
close all other package managers before you will be able to install or remove
any packages.

No other package managers is open during this sequence. This occurs in the
software manager and the package manager.

Reproducible: Always

Steps to Reproduce:
Trying to install/remove software.

Actual Results:  
MUON refuses to proceed.

Expected Results:  
Install requested items.
