One piece of info, it looks like the binary for plasma-add-shortcut-to-menu.upd
is actually called 'plasma-add-shortcut-to-menu', not
'plasma-add-shortcut-to-menu-update' in /usr/local/kde4/lib/kconf_update_bin/
(this is on FreeBSD ports, so the path to kde4 is slightly different). 
However, adding a symlink to fix that did not keep kconf_update from being
spawned continuously.
