There is probably a tool such as "unclutter" installed that does that
intentionally. Please ask in an Ubuntu forum, which tool could do it.

Konsole blanks the mouse cursor after five seconds of mouse inactivity. If you
want that configurable, please report a wish for the Konsole application.
